I wouldn't be that bad of an idea though. 
I still like the idea of a GTA London ... or Europe. Could have london as the main city. As it opens up a drive down to dover to hop on a ferry to france. Paris being second main city area. Later the channel tunnel train could be used .. or simply drive through the tunnel. and for a third main city ... Milan, Berlin, etc.
I think it would work well. Room for plenty of jokes / playing on country stereotypes.

Every body talks how California is like home of killers. Though Chicago may be the last major city to think as safe, it has the highest murder rate in the US. And what's sad is (beside the rate) that they are comparing a city to an entire state (Cal and NY).They could use that with all the killings in GTA and all (the city also has one of the highest drug trade), but Chicago may not be the best setting. And the mayor reject the COPS for shooting their show in the city because he didn't want the city to look bad. Just imagine if you could show and do worst things in the video game. With all the controversy hunting Rock, they probably wouldn't want to piss Illinois until things cools down a bit.

Actually that whois info tells you nothing. It only indicates that theres a domain gtachicago.com which is served by two nameservers april.gtachicago.com and fools.gtachicago.com
