Videos have to be either 60Hz or 50Hz compatible, GC media must be too small to contains both 60Hz and 50Hz videos. That would be my guess.
 
Right, I get you now darkblu. Not necessarily localised content, but video compatability options where the relevant machine was detected.

Possibly ... but what a lot of games do (seen a lot on the DC, PS2 and, I seem to recall, Xbox) is to just have a 60hz version of the movie and skip the relevant frames to make it run at (on balance) the right speed at 50hz. Some DC games seemed to do this *in game* too when in the 50hz mode (I guess where game speed was tied to frame rate). Made a mess of PAL VF3, it did.

There's only one video in the original MP, and that's the one played on the title screen. It's the same one in both PAL and PAL60, you can see it runs faster when switching to PAL60.

I doubt the follow-up is any different. Perhaps they'll do away with the titlescreen movie entirely.
