I need help finding an application that allows limiting CPU usage per process in Windows Vista32, similar to cpulimit on Linux systems, preferably something easy to set up and not from a shady source. Just lowering thread priority will not do. Thanks!
edit: Ah, w/e just went ahead and downloaded it. Seems to work as advertised, even in Vista, at least according to Process Explorer and the best thing, the noise is down, so mission accomplished.

Thanks! Yes, I mainly wanted to prevent the fan in my laptop to spin up every other second, just because ntvdm hogs an entire processor no matter what low-spec legacy program you run on it. You can actually limit processor loads globally in the power option profiles under Vista and 7, but it lacks granularity in my opinion. The program I found is pretty nifty; it will run in the background and automatically catch a process if you tell it so. It's also pretty easy to use with a simple slider setting from 1-99%.
