Probably not tbh. 4070 Mobile laptops can be had for around that or a bit less bit probably fall behind the Pro is raster. 4080 Mobile laptops look to be a lot more expensive.
The 5070 may change that equation shortly though.
Also arguably the end user experience might actually be better on the 4070 mobile in games that support DLSS. Particularly with DLSS4 about to launch.
