Indonesia doesn't strike me as having been all that liberal for the entirety of its existence as a nation. Not only that, but it is not a problem of a supposedly insurgent rising population of muslims, as of 1998, the CIA worldfactbook lists Islam as having 88% of nation's religous pie.
It is interesting to note that these laws are springing up at such an odd time. This is not the heyday of authoritarianism in Indonesia, with problems with separatism and pressures to crack down on corruption from all around. This laws smacks of a reactionary attempt to maintain an impression of control by bowing to a segment of ultraconservative leaders.
