No clue what that means but I could ask one of my guys in China...
Urban legend/hoax exploiting a weird (unicode?) notepad bug. Try "this app can break".
The chinese text means nothing; its just random Kanji.
Its a problem of notepad thinking its supposed to open it as unicode, rather than ASCII. Don't know why it does it, but there's no easter egg involved.

here's a screenshot of the chinese characters I get with that, copy pasted into wordpad, I'm curious to what meaning it could have (even if it means nothing)

One of my chinese employees said "random chinese kanji". (which is exactly what it is). There's no meaning, at all.
