I don't want to use frames on my site but the reason I do is because the contents are always visible even when the person needs to scroll 50 pages down. That's the advantage I want to keep when using tables. Tables do not have that advantage, that is why I don't use them.

Is there a way I could use tables or something else instead of frames but keep the contents sidebar always in view?
 
The CSS2 property position:fixed springs to mind. This property should keep whatever object you apply it to in a fixed position in the browser window, even if you scroll the rest of the contents. It may not work as intended on old browsers, though. For an example of actual use, take a look at the sidebar of e.g. http://www.lyx.org and its associated html/css code.

BTW: Why doesn't the contents side thing appear in Internet Explorer? I am using Mozilla and it works nicely.
