LB i dont say that it wont run on dx9 hardware but definitely it will be the retarded version.
IMO somewhere in the development time he realised that he put the bar too high for dx9 hardware capabilities.

That's quite normal for most PC games.
When FarCry came out, it ran like a dream on my very new PC, but detail had to be taken down for PCs released before, especially the ones only supporting the DX version before the one FarCry "supported".
