Basically your sperm is composed by 2 substances that get "mixed", one is the actual sperm which is very sticky in composition and the other is produced by your prostate, and it has the function to lubricate.
To cut a long story short, mixed together they're ok, but when the mix gets into contact with water, it gets stripped of the "lubricant" part of the mix, and the only thing that's left is the sticky part.
That's why when you ejaculate in water, it gets very sticky.
