No its not, I know for a fact its not because im a PC gamer who plays PC games all the time with framerates that fluctuate between the 30 and 60 fps marks and without FRAPs running in the corner, I would never know the difference. To me, the game plays smoothly. Its not like im playing a game and then all of a sudden just "see" the framerate drop form 60 to 35. Perhaps if I could play 2 versions, one fixed at 60 and one fixed at 30 and swap between them at will I would be able to tell the difference if I were looking for it (in fact im certain I could), but rapid fluctuations of framerate during live gameplay are unoticable to me as long as the framerate remains smooth, i.e. over 30.
 
Yes let's keep discussing and arguing about what one feels in his own brain compared to what someone else feels in his own brain and how noticeable one thing is to someone compared to someone else!!!

I like ring donuts. Anyone who doesn't like ring donuts is WRONG.
 
As london-boy pointed out this is getting ridiculous so I will just say my final comment.
Smooth to me means that there is not much fluctuating framerate be it over 30fps or not, and we obviously are disagreeing on this.
