A sudden dip from 60 to 30fps is very noticeable, even for someone who as I said has "lower" standards and perceive 30fps or even 20 fps are smooth as long as the framerate is not fluctuating. Moral of the story, it is much easier to spot sudden slowdowns than what framerate a game is running. You can question people saying the game is running at 60fps, but if someone says it is smooth and not dropping, then what is it to discuss?
No its not, I know for a fact its not because im a PC gamer who plays PC games all the time with framerates that fluctuate between the 30 and 60 fps marks and without FRAPs running in the corner, I would never know the difference. To me, the game plays smoothly. Its not like im playing a game and then all of a sudden just "see" the framerate drop form 60 to 35. Perhaps if I could play 2 versions, one fixed at 60 and one fixed at 30 and swap between them at will I would be able to tell the difference if I were looking for it (in fact im certain I could), but rapid fluctuations of framerate during live gameplay are unoticable to me as long as the framerate remains smooth, i.e. over 30.
