I would look at what Pete posted but just use the onboard video for now and save up for a good Video card like $300-$400 range. The onboard video will bash and kill the Diamond Stealth III S540(S3 Savage 4) you have now.
I would get a new PSU in the 400W range. Take a look at this 380W Tagan.
Reviewers love this PSU and found out that is out preformed many high end 400w and 450W PSU and its quiet.
