9500pro problem

Hi, I have a very bad problem with my 9500pro the problem is that when i boot into the windows xp screen and i try to log in the computer will ether restart or freeze and becasue of that i cant install the ATI drivers.

I use a p43.06,512 mb ram,120gb HD, Targen 480W psu and a Gigabyte GA-8SIMLH motherboard. I know its AGP 4X but it should work fine with that AGP bus also i must note that my CPU fan vibebrates relly badly could that be a problem too? And the AGP port is quite close too the CPU fan.

Do you know for sure the 9500 pro is still good? Have you used it in this or any other rig before?

The card was bought brand new but i sent it back to where i bought it from and got a new one that works but my motherborad or soething crapped up so its under repair im hoping my hard drive is ok......
