Ut2003 Aniso performance?

In the Anandtech review of the Radeon9700Pro, it seems like both the R300 and NV25 suffer an ungodly performance hit with Aniso in UT2003. The GF4 suffers a 40% hit just going from no aniso to 2x aniso. Why is this?

Also, it seems like the "2x Quality" mode is a bigger hit than "16x Performance", while "2x Performance" comes at no framerate cost whatsoever. What's the difference between quality and performance, is Anand comparing bilinear apples to trilinear oranges?
 
One possibility:

If the benchmark scenes used have lots of long-range scenery (i.e. large outdoor scenes with relatively flat terrain), then the average degree of anisotropy will be very high, meaning a significant hit from enabling anisotropic filtering.
