I don't understand why you want to compare a car model with a character model because you can't make any conclusions based on that.
I think 20K polygons for a next-gen character model is ok. I agree Lara isn't looking that impressive but not necessarily because the model doesn't have enough polygons.

another thing that I think is that I don't will get old gen games in my 399 $ current gen console
maybe this can make the thing so simple that even you will understand the point
they put the geometrical and texture detail to the envirorment, givin at the first model of the game, the look of a old gen model
they have an hardware capable of fn3, pg3, graw, oblivion, moving milions of polys but they made the model with only 20k polys
there's something of sick in this, tomb raider is a sad game saga, an average game with average gameplay, the only thing that make of TB a success is the Lara's model, with this game, the model is shitty, low textures on low polys
the back is made with 8-12 polys, even with a powerful hardware like the 360, the hands too, I will give no $ for a 360/pc game that looks old gen
