True, but that is what they've always done in the past, no? Plus, they are paying for the development to improve the value fo a game MS publishes, MS will make money off of this even if it's free. Whether it's additional sales of GOW, or stronger fan support for GOW2, or even additional/renewed subscriptions to XB Gold.
And the truth is, MS allows massive amounts of DL's for free on their own service, that is subsidized by Xbox gold account. They have 70+ free demo's from 500-1000mb and absolutely no bandwdth restrictions. I could set up my 360 to DL 100gb a month and never pay a dime. I think any costs associated with a single DLC pack must be fairly marginal.
