Stopping the fans from spinning

OK I have a new mac mini so only have just noticed this (previously the pc was on all the time) since now my PC is meant to be off

anyways, my PC is always plugged in (but shut down)
but every so often, the case fan & the cpu start up and spin for maybe a minute and then turn off for maybe a minute etc.

conditions when this happens (i.e. it just happens)
room temperature = 10-30 degrees
PC last turned on = 0-1000 minutes ago

aside from turning it off at the wall, how can I stop this?

yes I could turn it off there (which is the same as turning it off at the wall) but I want to know why th fans start to spin every so often when the machines not in use
 
That's an odd problem. Are you going into sleep mode or full on shutdown?

As well is wake on LAN enabled in the BIOS or for your LAN card (if not using MB LAN)? Could be something wonky there.

Is your MB one of those types that can access the internet/other stuff without booting into Windows?

All the fans spin or only the PSU's? Some power suplies (Enermax at least) have the neat feature to still vent air out for some seconds after shutdown.

Maybe this feature is .. malfunctioning in some way.
