I think a gent from Epic had noted they were having to rework some things on the PS3 due to the gamepad, e.g. vehicle control being better but not so much the FPS, so the game might have more emphasis on vehicles. How much they alter the design may play into their decision.
/wonders when companies will remember you can change the nature of control for one implementation to make it better without changing the nature of control for other implementations
