Well if you're comparing it to Xbox's HDD, Xbox's is -also- 5400RPM.
But consider this: Xbox's HDD is 8-10GB, depending on the model.
PS2's HDD is 40GB.
Just humour me and check out the *retail* price of 40GB PC hard drives.

Sure, 56Kbps modems are enough. It's an RPG for cripes' sake, and most of the combat is automated to boot. Hell, most PS2 players will probably be on dial-up.
I was just responding to people having "PC Network Adapter", not so much to people's systems. And beyond that, anyone with a system powerful enough to run FFXI acceptably will -definitely- have Internet. =P
