I think so. It's quite different, both artistically and technically (not to mention story- and gameplay-wise). They've scrapped the flashlight (!) in favor for other effects and lighter locales. The self-shadowing is still there, though, together with stencil shadows from all characters/monsters. Also, pre-baked global illumination is all around, and it's wonderfully directed.
The most prominent effect is a new noisy corona around all major lightsources. It's probably quite simple and "2D" in execution, but it really adds to the atmosphere of the imagery. The character models are similar to SH3 in style, just even better textured. Quite amazing, really.
I'm undecided on xbox, there are tomany diffrent ways you could judge the selection I've found. Some titles like Wreckless and Splinter Cell are shader heavy, Ninja Gaiden is texture heavy while titles like PDO/RC2 are geometry heavy. Because of this I won't select any one single Xbox game as the winner.
