No. Power7 is a continuation of the Power5 line, PowerPC A2 derives it's heritage from the lower-powered embedded cpus. As far as IBM is concerned, the cell line is dead. There have been no new developments with cell in 6 years, and the people who worked on it have moved to other projects.
Of course, IBM is a client-oriented company -- if Sony shows up and wants a cell, IBM will make them a cell.
