Separate but surely exacerbated by trade tensions.
If one look at NVIDIA's revenue by region it's something like this (this is from last year):
US: 47%
Singapore: 18%
Taiwan: 16%
China/HK: 13%
Other: 6%
US being the largest is no surprise here. Taiwan is also not very surprising as many graphic card IHVs are from Taiwan (and also server manufacturers). What's surprising is obviously Singapore. It's probably very difficult to believe that a country smaller than Taiwan, and is not building a huge AI supercomputer, is generating more revenue than China. Of course, to those "in the know" this is hardly surprising because most of these products purchased probably went to China, just to curb the limitations. It's estimated that probably only 2% actually went to Singapore.
I'm not sure what the US (and maybe Singapore) are planning to strenghten the export controls but this can be difficult to navigate. The worst they can do is probably to put Singapore on the list too if the government of Singapore is not willing to cooperate. I believe there are probably also some companies in Taiwan are doing something similar but since companies in Taiwan also have a lot of legitimate business with NVIDIA it'll be harder to do, although I suspect that the government of Taiwan is probably much more willing to cooperate with the US.

xAI is reportedly working on its next GPU supercluster dubbed Colossus 2, expected to house as many as 1 million Nvidia GPUs and costing up to $35 billion to $40 billion.
And on other news, NVIDIA is modifying their AI chips to introduce new SKUs to the Chinese market, they are most probably modifiying the left over H20 chips as well into a new SKU to circumvent the H20 ban.
