Whilst he doesn't sound particularly competant, if you define literacy as the ability to use common applications then it is perfectly possible.

Well it's sure a hell of a lot better than Michigan, Indiana, Illinois, Virginia, or Pittsburg or the surrounding regions. It's cost of living is down right low, while the salaries in the tech-realm remain high. Only major downside is the terrible winter months.
