From what I can see, the art assets are ripped from the real world. Instead of having artists create graffitied walls, they just 'recorded' them from the local area.

It certainly provides nothing of the OP's hopes, and I think the tech itself isn't going to have an relevance to future game development. The game got a nice PR shot-in-the-arm from the association with the tech demo, but it looks like a damp squib, easily ignored, otherwise.
 
Yes, it's the difference between just outputting the geometry with the lighting information at the capture session baked into the maps and doing all the proper lighting and shading work in the engine dynamically.

It's super easy to do impressive looking stills with scans, as you have literally the real world lighting on the mesh, and the lack of dynamic lighting can also mask lots of geometry errors and such too.
