The game ended up in the hands of over 10% of the total DC userbase in lass than a year, over a million in total, and despite some claimes here, was received very well by both the press and the owners.
Just because the developers didn't know how to properly balance a budget doesn't mean the game was any worse.

So Hey69 in your eyes Enter The Matrix was one of the biggest games of the year when it came out. Sales is not the end all be all of if a game is a flop or not.

Putting it that way, I'm now suddenly thinking about Duke Nukem Forever. One day, we'll find out how much money was tossed into that pile. I probably wouldn't have been thinking about it if I didn't see that thing recently about another engine switch.No, a flop would be the fact that it lost money to the company making it. ICO wasn't a flop - it sold like crap but it didn't lose Sony any money.
Shenmue cost some 80M to make (not too sure about the figure) and sold 1M copies. Meaning it lost SEGA a whole lot of money.

It was so hype by Sega as the be all end all of video games,and it fell so short not only review wise but also sales wise as a flop

But when you look at financial success, that's a nice, quantifiable metric. Shenmue is, by all accounts, a flop. It takes nothing away from what people think of the gameplay though. PEACE.
