O'dium on GAF thinks it should likely be 11.5 tflops for PS5 now. My guess is the latest number he got aware off was 11.5 tflops and the gave all the range he historically every got (from 10.5 to 11.5). There could be another explanation of his previous reluctance to acknowledge the 11.5 figure as a serious possibility: he is actually more of a Xbox fan.
But the biggest clue about that ~11.5 tflops number is ironically in the 9.2 tflops bible

Sony and MS have the same data from AMD RDNA GPUS; and ram this time is allegedly the most expensive part of the console. So they won't give more that what is just needed for the ram (size and bandwith), particularly Sony who are clearly not used to give ample amount of memory bandwidth in their last console (obviously Pro is BW starved, and PS4 had just what was needed for the job, not a GB/s more).
So well, I think Oberon B0 BW is clearly designed for a ~12 tflops GPU (say from 11 to 13), not for a 8-9 tflops GPU.
