Urgh, that's tough!!
GOTY - Gundam v. Zeta Gundam (JPN) - look past all the other duds of licensed Gundam games - this is the latest of the Capcom-developed games and is pure and absolute twitch-reflex bliss, both single player AND multiplayer (both co-op and versus). The addition of ZZ suits is a bonus too
PS2 - Gundam v. Zeta Gundam (JPN)
Runner up: Metal Gear Solid 3
Xbox - Ninja Gaiden
Runner up: Halo 2
Honorable mention goes to Space Channel 5 Pt 2 for PS2 (which was translated into english by Agetc this year) and Zeta Gundam: AEUG vs Titans (which came out in Japan in Dec '03).

Hmm.. this is going to be really difficult for me. Games that I played this year include...
- Final Fantasy X-2 (~120 hours)
- Final Fantasy IX (~80 hours)
- Gran Turismo 4: Prologue (~60 hours)
- Jak 3 (not completed)
- Burnout 3 (~40 hours, not completed)
well... technically, Final Fantasy IX isn't a 2004 title and yet it was simply THE experience for me this year.
Strictly on 2004 titles... my GOTY2004 is:

Katamari Damacy or Shin Megami Tensei Nocturne are tied for my GOTY. Both very unique and very well done IMO.
