No it just specifies that the driver has to be able to do it, how much CPU intervention is required to get there isn't specified. I believe there might be some minimum performance requirments also.
Gone off topic quickly, besides I doubt anyone can release that information and also D3D10 is just an API, a way to access hardware features easily.
(ie you're asking for Xenos featureset which is most likely under NDA (read secret))
