as 6600u laptops are usually 200-400USD cheaper than 6600u. and manufacturers seems like to skimp of cooling solution so they cap the max sustained TDP only around 20 watts. for example the new asus zenbook 13s. max sustained tdp ~23w
Ryzen 6800u vs 6600u when max TDP is only ~20watts, will they be basically the same performance?

they plays around with the TDP, but unfortunately did not test both at the same TDP.
but 6600u does able to perform faster than 6800u, if 6600u was provided with higher TDP
