Yeah, it came in with 2.50. I think they are just covering bases in case they hit more firmware that gimps systems.

Not sure what all the options do but I would guess these two options are for reclaiming space used by alternate OS's without destroying data already on the HD.

No. Most likely nothing to do with alternate operating systems.

Restore filesystem has something to do how firmwares are partly installed to hard disk. There were reports after 2.40? that some people couldn't boot up ps3 from new hard drive but the booting worked just fine from old hard disk. Now it should be possible to plugin the new hard disk and just reinstall latest firmware from the "rescue menu".

I think ps3 stores info about content in internal hard drive to database(user data, mp3, music, etc). Database can get corrupt if ps3 is closed forcefully when writing to disk.
