Which version of android?

On my Galaxy Note II with Android 4.1.1 I have to go to Settings -> More Settings (Wireless and networks) -> Tethering and portable hotspot -> and then select either Wi-Fi Hotspot, USB tethering or Bluetooth tethering.
Works very well.

On my Galaxy S2 I've used Kiers, bit on Note it was bugged on older versions and I haven't tried new updates as build in Android 4.1.1 hotspot works like a charm ;)

Cell phone carriers typically hate that feature, so it's possible the phone runs an OS image where the feature has been left out. In this case you need to flash the phone (with something like Cyanogenmod) or use additional software (which is less cumbersome, especially on not-your-phone and you don't run in any unexpected issue)

Disclaimer, I have a dumbphone . It's cheaper and I would fear becoming insane, ignoring people, walking into fountains and big glass windows etc.
I would try running a proxy server, I sometimes did that with regular computers - it's a lot simpler than some router software or router OS (or setting up a hardware router) when all I want is to provide some quick web access.

I can see there's at least one

Can you have a simple ad hoc wifi network between phone and PC, and then the Android phone still on that local wifi network while connected to the internet with the 2G/3G/4G network?, I dunno.

I would like a phone that is only a phone. Or maybe a phone that is only a phone and a personal hotspot, so I can use it combined with an iPad, my Vita, my laptop, or whatever I choose to use it for. That way, I can leave the hotspot feature off when I just need a phone, and not worry about the battery running out every 24 hours. It helps a bit doing something similar with the iPhone (switch off everything from wifi to bluetooth, 3G etc.), that can give you about 1-2 days extra.
