Nah, Naruto is his clone, created by Orochimaru (just like Yamato). He sacrifced nobody else but himself. When he finally becomes Hokage, they'll just paint whiskers over the sculptures.

I don't think the 4th could have cloned himself whilst the 9 tail was destroying Konoho all around him and then bound the demon in it, I just don't see him having the time/chakra for it.
