Internet connections, data usage, and public WIFI *spawn*

I use the 4G Giffgaff 'Always On' SIM, which is only £25 a month. I connect my laptop to it with Wi-Fi. Well, I get free calls to other Giffgaff members, plus the Internet speed for me is relatively fine, unless they have decided to 'throttle' me due to my speed limit being reached. Since I normally don't download massive files, I'm usually okay. It's just bad for things like YouTube, as while the loading speed doesn't lag too much, I still cannot view any videos in HD. Often, it's just giving me that awful 144 quality.
