This has been rumoured for while, especially after Metroid Prime:Hunters, now it's official

On 14th Sept. the official NDS head-set goes on sale for 1200 Yen (incl. VAT).
It can be used for voice-chat while playing on the Wifi-Connection.
It can used on both ears.
Works with Metroid Prime Hunters , the Wifi Taiou Yakuman DS (14th Sept.) and Pokemon Diamond and Pearl (28th Sept.; 3 different versions)

They really should have made it a normal headset for both ears with the microphone attached to one...

They've decided to go down the cell-phone route. However, there might be some 3rd party head-set which might fulfill your wishes.
 
I used a set of Sony in-ear plugs for my DS when I flew over to the US earlier this summer, they were great for blocking out airplane noise during those long-haul flights, though I didn't play that much really. Open-air designs can't compete for sound quality, especially not in noisy situations - and that's not even accounting for that this thing's mono in nature. Not that you'd want to sit in public and speak excitedly into a headset anyway I think, haha...
 
No, they were amazingly friendly to one another. Actually, those very plugs are currently curled-up in my DS carrying case together with the unit itself and all my games...
