Ouch this has gotta hurt. He hid it for four years behind bails of straw. It's a really nice looking place too(although a little too many windows if you ask me).

Its strange that the town had no issues with the giant pile of straw hay bales, but don't like the house.

There's different rules and requirements between temporary structures and permanent ones. A farmer doesn't need planning permission to store a load of hay bales on his land. When he's actually building a castle out of keeping with the area, that needs planning permission, and is probably a change of land use, then he needs the paperwork in advance.
