Europe's charter for bureaucracy

The "right for work" is more a general statement, it doesn't mean you can sue a state / the EU because you haven't got a job. It also doesn't lead to economical interference by the state.
It means no persons should be denied a job because of origin, ethical background, accent or for whatever reason as long as he's qualified. Nothing more and nothing less.
The "right of free job placement" has to be viewed in that context.
 
How about we read the actual constitution draft rather then some article's interpretation of it? There's no "right to a job" in it. It's a "right to engage in work".

Article II-15 said:
1. Everyone has the right to engage in work and to pursue a freely chosen or accepted occupation.
2. Every citizen of the Union has the freedom to seek employment, to work, to exercise the right of establishment and to provide services in any Member State.
