Bubbles

I play a lot of games windowed and one of my main issues with ATI cards, or so it seems ATI specific due to the fact that my friend's Nividia never seemed to encounter this issue, is that whenever a bubble in my system tray pops, say for an automatic update, or whenever I right click say an AIM screenname, the framerate will slow down to the speed of a slow flipbook until the bubble closes or the window opens. Is there a fix for this?

no. this is GDI and DirectX related. I assume Vista will correct this.
