AMD GPU gets better with 'age'

even with that, min specs on games are much higher than the graphics horsepower that the original PS4 and Xbone had.
Are they or did the dev just test on the slowest pc they had and said that will do ?
for example
quantum break
NVIDIA GeForce GTX 760 or AMD Radeon R7 260x
according to gpu boss gaming benchmark (21 games) those 2 cards are not equal the 760 is 50% faster
now it could be different for that particular game but more likely they were the slowest cards tested
 
Well we are going into more of subject area here, but I don't really see that happening, last gen consoles are updated now 3 years life time, an interim update, even with that, min specs on games are much higher than the graphics horsepower that the original PS4 and Xbone had. I expect to see the same thing with next gen consoles too, in 3 years games minimum requirements will be higher than the graphics processor in consoles (consoles developers can factor in what the ideal resolutions are, they can limit their games to 1080p max, which is perfect for that graphics processor in the next gen consoles). PC's developers can't do that the landscape change too fast in an open system.)
I said $150-200 card which is a GTX1050 or RX470 for a reason. Because those are well above the base PS4/X1. The console companies have stated forwards compatibility is their new model. Ending it in 3 years time in 2019 would go against that. Of course that will come to an end at some point but 2019 would go against that. Developers also want this, due to the financial strain of beginning a new console base from 0. They are all developing engines that are flexible that can support a broad range of performance spectrums.

Possibly, but they tend to test for cards they expect most people would be using as minimum based on data and what they feel the best experience the game player would get. Its always better if a game runs on lower system requirements its more possible sales for publishers and dev's, of course can't go too low otherwise visual fidelity will suffer.
 
You are speaking about what game ? ... need to see the developer of this....
Fury is limited by VRAM at max settings in games like COD BO3, Mirror's Edge Catalyst, Doom, Dishonored 2 (even after the patches), and Watch_Dogs 2. This forces it's fps to become equal or lower than RX 480 and 1060. There are games where it's not about VRAM though but Geometry output, Forza Horizon 3, Anno 2205, AC Syndicate, and Fallout 4 all have Fury dropping behind 480 and/or 1060.

This mirrors what happened with Kepler actually, limited by VRAM and outmatched in compute performance where several games are becoming quite dependent on it.
