I don't know if I would agree with that logic only because it would also invalidate foreign aid would it not? You could make the argument pretty easily that the billions we send out of the country every year could be used to stimulate this country and build up our infrastructure or whatever.
While I agree from a worker standpoint, I'm not sure if I agree from the standpoint of a state looking to save money and close the current budget gap crises hitting all states.
