help in getting a video card for a 250 watt system (version 2)

I originally posted this but it seems that the thread vanished when the site was down...

So, I am reposting :)

I'm not sure if there were any response to my original thread because it's gone before I could check back :( but anyways,

I recently upgraded a Sempron system with a dual core opty...

I didn't want to waste the Sempron that I took out so i rummaged through my stuff for extra parts... and after a few... I have another working system!

I am plannnig on giving this to my little cousin who is very into Sims2.
my little cousin is currently playing it on my uncle's laptop so it's sluggish as hell!

don't really want to spend much on it, maybe about $100 max.

I am looking for a graphics card that I could replace the integrated graphics card with that a 250 Watt could sustain...

any advice and or suggestion is much appreciated :)

the spec is:

3200+Sempron (1.8Ghz not OC-ed)
MSI Amethyst-M mobo
(ATI Radeon Xpress 200 integrated)
1 GB of 3200 RAM
80 GB HD
combo dvd/cdr drive

and

a wimpy 250W power supply.

sims 2 system reqs
Maxis has released information on the system requirements for "The Sims 2." If you have a T&L (info about what T&L is below) capable video card with at least 32 MB of video RAM (such as nvidia GeForce 2 or better or ATI Radeon 7000 or better) then you need at least:
800 MHz processor
256 MB RAM if Windows XP
128 MB RAM if Windows 98, Windows ME, or Windows 2000
At least 3.5 gigs of free hard drive space

the integrated video is enough it looks like a x300
 
Is that system AGP or PCI-Express?

at least if I can't find an upgrade, it's already good enough to play it :)
