I would seriously doubt that it would come to that. I would also doubt that they would have powers over companies overseas like China, Russia and Australia.

By the looks of this it will also impede on Microsoft's turf. We all know the legal might of that giant.
Especially if the gaming industry backs them.

There will be a lot of conflicts in patents granted in the world, I think there will always be conflicts for regional patents granted or submitted before the establishment of WIPO. WIPO cannot force a patent from one country over the other I suppose.
