Most webcams come with a software that can be set up to record a movie or series of stills whenever it detects movement, my old Creative cam shipped with one. Haven't used it much though.
I'm not sure if it can be set to send email automatically.

Yeah there's a lot of webcam kits that can do this. I was going to get one of these kits awhile back to use as a remote surveillence device. You can monitor the videofeed from any computer with an internet connection so for example you could be at work and see what's going on at home etc. You can even get creative and transmit sound or voice. It would've been pretty funny if the owner had voice capability and turned the computer into a HAL9000 and started saying stuff like, "What are you doing in my house?". Or "touch me and kiss me. I'm so lonely...me so horny love you long time"
