The city is loaded in-engine, but the amount of buildings rendered in the wireframe only really tend to mid-ground of the scene- the bigger buildings are real and in LOD (the escape scene).     Going to burst your bubble there, but the majority of that scene's background is probably just camera synced and rendered offline in an offline renderer. Just like how movies "cheat" with matte paintings and 2D plates, cutscenes are now doing so with offline renders and matte-enhanced backgrounds.

    Shadow maps are pretty cheap. Compute/Forward+ are viable solutions. Now I can see why Turn 10 doesn't want to do it in Forza 5 though. Mixing IBL solutions and lights can be a PITA- takes quite some time or cheating.

    Rez scaling on PC, IQ-wise, has been good for a few generations. The problem with PC games looking lacklustre in non-native is because of view distance, and the mostly static UI not being rendered in native res, which makes it look obvious.
