Yes. I had to go through this ridiculous process of uploading my prior story saves. Mind you, this is only for those who haven't signed into GTA V Online in quite some time, and haven't signed (or agreed to) Rockstar's latest policies/terms.

Anyhow, you will still need to sign into GTA V online and complete the policies agreement process on uploading your saves from Legacy to Enhanced.
