Nope, it's as fast as the fastest A750 there with only 192VE instead of 448VE. Maybe lower clock speed as well, base speed is reported as 1.8 Ghz. Unknown turbo if there is though. On my HD 630 with driver 21.20.16.4589 there is support for StandardSwizzle64KB.

It just means that they currently don't have plans to add Vulkan support into the current driver branch of official drivers (15.45), Vulkan drivers in the meantime are shared as beta for developers, although all users may install it. I expect official Vulkan support for the next driver branch...

Nothing to do with beta. This driver is available as WHQL version @Microsoft. And Intel describes Vulkan as beta not directx. The known issues list isn't necessarily bad, it's actually good that they are aware of issues, it shows me that they are really testing their graphics in many (newer)...

Hardware support. Maxwell doesn't support Asynchronous Shader in hardware unlike GCN. Does Gen9 support this in hardware like GCN or more similar to Maxwell?
