That was to say that I get 70 (on both OS X and Windows XP) when i first load the page and then press ctrl+R. If I reload using the address bar or the reload button I always get 71.

Reload as in ctrl+R (command+R on the mac) not clicking the reload button or clicking on the address bar and then pressing enter.

It's 71 on first launch and 70 on reload. (There is a reload related bug). For example Safari 4.0 DP gets 100/100 the first time, and 98/100 on reload.
