    No, It depends, when It is GPU bound It runs at 30 fps at 1x speed when It IS CPU bound It slows downs, or so It seems, but I found a memory address that locks the Game to 30fps.

    Now that you mention the 30 fps, It is possible to lock the framerate to 30 fps in Doa2 keeping 1x speed, It would be a good test case to ramp the geometry of one stage + transparencies to the max and see how far we can push the console.

    Actually Skies of Arcadia IS the only retail Game that I am aware of that uses real bloom in selected scenes ( not the screenshot you posted)

    I am pretry sure they were being conservative, and wanted ton ensure the BEST framerate possiible, also DOA 2 relesed in 1999 so It began production even earlier, maybe they were'nt familiar with the tools or didn't know the quirks that you can take advantage off.     Tbh I find that level of geometry insulting. 6000plys for that characters, tekken tag has that level of geometry in characters, rule of rose main character, primal and many others has fewer polys for the main characters....

    Looking at the way they are modelled a lot of polys are wasted on the joints

    This is Ps2 level of geometry territoryfor characters, yet they look way inferior they use the ninja toolset don't they? It may be related.
