When you create a start up boot disc does fdisk come on it??

no, if all you copy is system files, all you get are
IO.sys
MSDOS.sys
config.sys
Command.com

Your bootdisk creator of course may add more files, depending on which bootdisk creator you use. you can always just copy the files to the disk yourself anyways.

Actually, FDISK *IS* loaded on a startup disk if you make one from the Control Panel in Windows 95/98
