Or What kind of graphics are these..

Screenshot taken from the new Prince of Persia. Which look similar to the new Naruto on PS3 and Dragonball Z Burst Limit on both PS3 and Xbox.

These graphics look very good but i wonder if they are graphics power hungry?

Is there a specific term for these type of graphics / rendering?
Which seems like a mixture of 2D and 3D.

It's "cel-shading", not "cell-shading"!!! Sorry, bit of a pet-peeve of mine. :D

According to dictionary.com cel and cell are interchangeable (which makes sense since it's derived from celluloid).
 
That screenshot in the OP looks horrible. It desperately needs some edge AA.
 
I think that the latest PoP is not cel-shaded. Sure, it's NPR, but It's smooth shading + self shadowing + silhouette. Just my 2c.
 
Jet Set Radio is the first cel-shaded game that springs to mind for me. Still got it on my Dreamcast.
 
Robotech: Battlecry was always a standout for me. Essentially any anime-based game that uses cel-shading (and happens to be good to boot) is on the right path.
 
Reminds me of the NPR-look in A Scanner Darkly and Waking Life.
