As I said on nVnews, producing child porn was illegal even before 1999, but in 1999 the possession and/or distribution of child porn was also criminalized since that became a problem with the internet boom.

Beastiality could be filed under cruelty to animals, though of course if damages can't be proven it's not enough for penalty, which is why they now want to explicitely ban it.
