SW-disable pipes and shader processors?

Is there a way to, in software, reduce the utilized part of a GPU?
I have a X1950 and would *love* to determine the performance for an in-house application with a lower-end ATI-card, without having to buy 1 card for each test...

Ideally both the number of active vertex and pixel pipes as well as "shader processors" would be tunable.
